Pool and spa electrical is the most prescriptive work in a residential code book. Most of what an electrician does in a house is governed by general rules about conductors and overcurrent protection. Article 680 is different. It tells you what to bond, how far a receptacle sits from the water, where the disconnect goes, and what has to be protected by a GFCI, in detail, because the consequence of getting it wrong is a person in the water.

In San Antonio, where a backyard pool is closer to standard equipment than a luxury, this is worth understanding before the concrete truck shows up. Here is what applies and why.

Which codes San Antonio applies

The city's guidance on swimming pool and spa permits lists the adopted code editions directly. Pools and spas fall under the 2024 International Swimming Pool and Spa Code with city amendments, and the electrical work falls under the 2023 National Electrical Code. Plans for a residential pool are expected to show how the bonding requirements of NEC Article 680 will be met.

That last point is the one to sit with. The bonding is not an afterthought handled at trim. It is something the city expects to see addressed in the plan, and it is inspected before it is buried.

Bonding is the part nobody sees

Homeowners hear bonding and think grounding. They are related and they are not the same, and the difference is the entire point of Article 680.

Grounding gives fault current a path back to the source so a breaker opens. Bonding ties conductive things together so they sit at the same voltage as each other. Around a pool, the second one is what protects you. If a voltage appears somewhere in the system, and the wet concrete you are standing on is at one potential while the metal ladder in your hand is at another, current flows through you across that difference. Bond everything together and there is no difference to flow across.

So the bonding grid ties in the reinforcing steel in the pool shell and deck, the ladders and handrails, metal fittings, the pump and heater housings, and the water itself. It is installed as the pool is built. Once the deck is poured, correcting it means breaking concrete, which is why an inspector looks at it at the right moment and not later.

GFCI protection and where receptacles can go

Article 680 sets minimum distances for receptacles from the inside wall of the pool, requires GFCI protection on pool equipment circuits and on receptacles in the area, and governs the lighting in and around the water. Underwater luminaires, pump motors, and the convenience outlet somebody will inevitably plug a radio into all fall under it.

The practical version for a homeowner: assume everything electrical within the pool area is either GFCI protected or has a specific code reason not to be, and assume the distances are not negotiable. Requests to move an outlet a little closer to the water are the ones we decline.

The spa disconnect

A hot tub or spa needs a disconnecting means that is readily accessible, within sight of the equipment, and set back from the inside wall of the spa. The setback exists for one reason: nobody should be able to reach the disconnect while standing in the water. The circuit itself is GFCI protected, and most residential spas land on a dedicated 240 volt circuit sized to the unit's nameplate rather than to a rule of thumb.

The nameplate is the authority. Two spas that look identical on a showroom floor can call for different circuits, and sizing off the tub next door is how a circuit ends up undersized for a heater that runs for hours in February.

The utility easement problem nobody plans for

This one catches San Antonio homeowners after the design is done. CPS Energy's customer terms address it directly: a customer may not build fences, poles, or permanent obstacles, and the list explicitly names swimming pools, pool walkways, pool equipment, and hot tubs, in a way that obstructs or interferes with CPS Energy's access to its facilities without written permission. If obstructions have to be removed so service can be provided, maintained, or operated, that cost is the customer's.

In practice that means the easement and the transformer or pedestal on your lot are part of the pool design, not separate from it. Finding that out at the plan stage costs nothing. Finding out after the equipment pad is poured is expensive.

Load, which is the other thing people underestimate

A pool is not one load. It is a pump, often a heater, sometimes a booster pump for a cleaner, lighting, and increasingly an automation panel. A spa adds a heater that pulls hard. All of it lands on a service that is already carrying central air through a South Texas summer.

This is where a pool project turns into a panel conversation. If the panel is full, or the service is 100 amps and already working hard, the honest answer is that the pool needs capacity added rather than squeezed in. We would rather tell you that during design than have you find out when the heater and the AC never run at the same time.
